Harry Innes Todd was born in 1818 to John H. Todd and Maria Innes Todd, daughter of Judge Harry Innes, an early Frankfort settler and the first Judge of the United States Court for the District of Kentucky. After the death of John Todd, Maria Todd married John J. Crittenden, the prominent Kentucky Senator and governor. Harry Innes was involved, at the time this letter was written, in what is now termed the Spanish Conspiracy. The conspiracy involved Kentucky petitioning to become an independent state and then entering into an alliance with Spain.
