Ralph Maughan was the associate professor of political science specializing in natural resource policy at Idaho State University in Pocatello, Idaho and one of the longest active conservationists in eastern Idaho. Maughan served as the vice president and Wilderness Chairman for the Idaho Environmental Council, chairman of the Northern Rockies Chapter of the Sierra Club, and was part of the River of No Return Wilderness Council. The Idaho Environmental Council was formed in 1968 by Brock Evans, Northwest representative of the Sierra Club and the Western Federation of Outdoor Clubs. The River of No Return Wilderness Council (RNRWC) was incorporated in 1973 to seek permanent wilderness status to 2.3 million-acres in central Idaho. Its primary goals were to protect the drainage of the Middle Fork of the Salmon River and important game range from roads and logging.
