The papers of Frank Herbst document his public life as a leader of the United Public Workers in New York City. The collection consists mainly of newspaper clippings, many of them Herbst's columns in Local 1's newspaper, The Welfare Reporter. The collection documents the City of New York's anti-communist offensive against municipal employees, as well as cold-war era anti-communist purges within the Congress of Industrial Organzations.

Frank Herbst was born in 1917 in the Williamsburg neighborhood of Brooklyn and attended New York City public schools. He graduated from City College in 1938 with a Bachelor of Business Administration. While a student, he had become active in campus politics.
