Memoire sur la colonie de la Louisianne : 1722.

This Memoire is a report on the dangers faced by Louisiana and the best means to improve the colony. Hubert states that Louisiana is capable of giving North America to France, but there are dangers, most notably English penetration into the interior. He criticizes the focus of French efforts, and recommends adopting the English policy of sending out families to colonize the waterways.
