Negative taken of Charles Bussey, Manpower Consortium head, speaking while seated at a table, pen in right hand. Charles Bussey was born December 18, 1918 and died June 16, 1996. A Stamps, Lafayette County, Arkansas native, Bussey was Little Rock's first African American mayor in 1981 and Arkansas' first African American elected official since reconstruction. Bussey was a sheriff's deputy, when he broke the racial barriers by winning a seat on the City Board of Directors in 1969. Bussey helped develop programs for children and disadvantaged people. The Pathfinders childcare center was dedicated in his honor. He was a member of the City Board of Directors until 1990.
