Willoughby papers include reports, studies, and clippings on the Japanese in the Philippines; MacArthur in the Pacific and his return to the Philippine Islands; espionage and spy cases (1948-1951); Japanese intelligence reports from WWII; reports on the situation in Korea in 1949; and on the progress of the war until 1951. They also contain numerous writings of General Willoughby on these subjects.

Charles Andrew Willoughby (b. March 8, 1892, Heidelberg, Germany-d. Oct. 25, 1972), Major General in the U.S. Army, became a naturalized citizen in 1910 and was commissioned in the infantry in 1915 after graduating from college. He served on the Mexican border and then with the First Division, American Expeditionary Force in 1917 and 1918. He was military attaché in Venezuela, Colombia, and Ecuador from 1923 to 1927.
