Harrison Holt Riddleberger was born in Edinburg, Shenandoah County, Virginia in October 1844. He served in the Confederate cavalry. Riddleberger was a newspaper editor, studied law and practiced in Woodstock, Virginia. He was a member of the Virginia House of Delegates, 1871-1875; Commonwealth's attorney of Shenandoah County; a Democratic Party elector; and was elected as a Readjuster to the United States Senate where he served from 1883-1889. An act of the General Assembly approved March 23, 1839, provided for additional capital for the James River and Kanawha Company. The Company was given full power to borrow on the credit of the corporate funds, $1,500,000.
