According to the introduction, the purpose of this pamphlet is to provide cooperative observers with standardized instructions for taking and recording meteorological observations, particularly of temperature and rainfall, by explaining the United States Weather Bureau's uniform method of placing the instruments and of recording data from them.

From 1947 until 1970, the official observations of weather in Boulder were made under the direction of the Boulder fire chief, at the central fire station. The Boulder Fire Department also maintained a weather station at the South Side Fire Station starting in July 1958.
