Essay re the establishment, economic decline and eventual restoration of homes in the Elmwood Park neighborhood of Columbia, S.C.; this early streetcar suburb is located just beyond of the original grid of the city's streets as defined to the north by Elmwood Avenue. This area declined during 1960s as single-family homes were subdivided into rental properties, but property values increased following creation of the neighborhood association in 1977, founded by Roy Lynch, and designation as an historic district in 1991; includes discussion on federal aid and grants to rehabilitate properties.
