Division of Educational Services Executive Secretary reports (1971-1974), distributed to Division executive staff, regard Executive Cabinet meeting agenda, activities, and actions which related to or affected the Division. Donald W. Herb served as the Division's Executive Secretary (1967-1973). Reports include discussion of the reorganization of the Department on Campus Ministry in 1971; personnel policy issues; Lutheran Council in the U.S.A. (LCUSA)and Division of Educational Services budget; and LCUSA's self study (1972) and reorganization (1973). One report (1974) is dated after the establishment of the Division of Campus Ministry and Educational Services, the Division of Educational Services' successor body, and contains discussion of the LCUSA's Program Planning and Budgeting System as it related to the evaluation. Of the Division. Reuben C. Baerwald served as Executive Secretary of this Division (1974-83).

The Lutheran Council in the USA (LCUSA) was founded in 1967 as an inter-Lutheran agency of The American Lutheran Church (TALC), the Lutheran Church in America (LCA), the Synod of Evangelical Lutheran Churches (SELC)(which became an LCMS nongeographic district in 1970), and the Lutheran Church-Missouri Synod (LCMS).
