Register is of old certificates of state indebtedness surrendered under 1847 act. Entries for each surrendered certificate include date of issue and serial number, names of state officials signing certificate, amount of principal due on surrendered certificate, serial number of new internal improvement stock issued for principal, amount of interest due on surrendered certificate, serial number of interest bond issued for interest, name of individual or institution to which new certificate issued and date of old certificate surrendered. Also included are some correspondence of Governor about surrendered certificates and issuance of new stock and bonds.

The Board of Fund Commissioners was created by l. 1837, p. 121. Board contracted for and negotiated all loans authorized by General Assembly for internal improvements and signed and executed all bonds or stock certificates issued for such loans. Monies received from proceeds of loans were deposited at State Bank of Illinois and Bank of Illinois at Shawneetown.
