This series contains protocol minutes and agenda of the Student Service Commission (1945-1948), the Division of Student Service (1949-1955) and the Division of College and University Work (1956-1966). Protocol minutes contain executive session minutes, exhibits, and reports which were not widely distributed. Minutes and agenda are from annual, regular, executive, and special committee meetings. A Special Committee to Study the Division of College and University Work (1965-1966) and Planning Committee on the Division's Successor Agency (1966) are included. Minutes and agenda contain executive secretary reports, summaries of activities. Secretary activity reports, finance, election of officers, and discussion of scholarship grants and publication production.

The National Lutheran Council (NLC) was formed on September 6, 1918 as a common agency of participating Lutheran church bodies to administer domestic programs, publicize Lutheran activities and beliefs, and provide overseas emergency relief to areas devastated by World War I.
