Contains actual signatures of the governor of Utah, Secretary of State, Attourney General, President of a University (note on one page under a signature says "There were only 3 Professors in the University when I attended 1880 & 81. This man was president and one of the three."), Supreme Court Judge, State Auditor, Chief Justice and other prominent men, 1896. Some pages, in addition to displaying the signature and position of each man, show birthdates, places of residency or dates of service.

Thomas Robert Green Welch was born on July 10, 1835 to Robert Welch and Isabella Giles Welch in Shepton Mallet, Somerset, England. In England, he married Harriet Nash in 1855, two years before immigrating to Utah in 1857. His other two wives were Elizabeth Louisa Friday (1870) and Mary Jane Toomer Cook (1896).
