Yearly certificates of state tax rates, 1872-1923.

Certificates were filed annually with the Auditor as official notification of the rates set for each state tax (e.g., Revenue; Interest; Common School; Canal Redemption Fund; University of Illinois; Illinois Waterway; Soldiers' Compensation Bond). Rates were set by the Governor and Auditor (1872-1902) until the State Treasurer was included in rate-setting (1903-). County clerk notification date occasionally appears.

In 1865 counties and cities were authorized to issue bonds in support of subscriptions to the capital stock of railroad companies or in aid of any public improvement (L. 1865, p. 44). In 1877 bonding authority also was extended to other local governmental units including towns, townships, school districts, and other municipal corporations (L. 1877, p. 158).
