Whitcomb's political and business papers, printed materials, and a scrapbook. Documents concerning his early legal career, 1822-1826, are from Fayette Co., Ky. and Bloomington, Ind. Political papers include handbills, newspapers, circulars, and other printed materials; and correspondence. Topics include the operations of the Indiana General Assembly and the U.S. Congress, diplomatic and legal matters, military pensions, and land interests. Business papers include correspondence from the Madison and Indianapolis Rail Road Company regarding Whitcomb's stock. Whitcomb's scrapbook, 1844-1846, contains newspaper clippings on the Indiana governor and U.S. senate election races, state finances, and Nativism.

A native of Vermont, Whitcomb lived in Kentucky before moving to Indiana in 1824.
