Letter, 1863 June 28, Charleston, S.C. [to] Gen. [John Henry Winder].

Letter requesting permission for Mrs. A.A. Stuart and children to pass through Confederate lines "under a flag of truce" in order to return to her husband in Scotland from whom she had been separated for the previous two years. Lynch requests that a Federal boat meet the Stuart family at City Point, Va., [on the James River near Hopewell (Prince George County, Va.)] to convey them to New York and passage to Scotland, a journey arranged with the assistance of British official Lord [Richard Bickerton Pemell] Lyons. Lynch notes a similar arrangement previously allowed by the Confederate government.
