Ohio National Guard Legal Assistance Fund general files, 1970-1984.

Following shootings during student protests in May 1970 on the campus of Kent State University, the Adjutant General was asked to determine if the State of Ohio could provide legal assistance to Ohio National Guard members who faced civil and criminal liabilities. It was found that the State of Ohio could not provide financial reimbursement for legal fees incurred by National Guard members or defend them in individual civil or criminal trials. The Adjutant General at the direction of Governors James Rhodes and John Gilligan established a legal defense fund and collected donations to help National Guard members meet their legal expenses. Files consist of copies of records from the United States District Court for Northern Ohio including indictments, court orders, briefs, and opinions; a majority opinion filed by the United States 6th District Court of Appeals; and minutes, correspondence, press releases, news clippings, and expense reports from the Legal Defense Fund.
