This collection largely documents Swaine's political career in Marquette, Michigan. The collection contains minutes, agendas, correspondence, and numerous reports. Of particular note to the researcher are the records related to Swaine's tenure as a board member with the Marquette Board of Light and Power and as a city commissioner with the Marquette City Commission. The collection also includes material on the Economic Development Corporation. These papers cover the years 1975 to 1989. The second accession to this documents Howard Swaine's activities at Northern Michigan University (in Marquette, Michigan) and various university committees, including the Center for Community Advisory Services and the Library Advisory Commitee. Professor Howard R. Swaine joined the faculty of the Department of Economics of Northern Michigan University in Marquette, Michigan in 1966. He was promoted to full professor and Head of the Department of Economics in 1971, an office he held until 1997. Professor Swaine received his B. A. and M. A. degrees from the University of Iowa in 1952 and in 1956 respectively. Swaine earned his Ph. D from the University of California at Los Angeles in 1965.
