Also included is a letter dated April 6, 1864, detailing the abolition of the "Enrolled Militia" of Ohio and the continuance of the "Volunteer Militia" which was to be known as the "National Guard."

When Mexican and Civil War soldiers mustered out of service, many regiments turned their flags over to the state of Ohio.
