The series contains the long range planning files of the State Board of Health from 1962 to 1969. The files provide a view of the broad range of programs in which the Board and its Bureaus were engaged in during this period. The long range plans cover a range of topics including communicable diseases, veterinary public health, child welfare, sanitary engineering, health education, and mental health services. Reports for most programs contain information on the historical development of the program; legislative authorization; current nature and extent of the problem which led to the program's inception; future trends; purpose and specific objectives; program to attain objectives including current activities, anticipated expansion, and planned future activities; and evaluation of accomplishments.

Article XV of the 1885 Constitution provided for the creation of the State Board of Health, but the Board was not created until the 1889 special session of the Legislature (1889, Ch. 3839, Laws). The session was called by Governor Francis Fleming when yellow fever reached epidemic proportions. The Board was given powers to investigate and prevent yellow fever, smallpox, and cholera.
