Memorial to Hugh McCulloch for tax relief, ca. 1866.

Draft or copy of a petition addressed to U.S. Secretary of the Treasury Hugh McCulloch by citizens of Charleston, South Carolina who have taken an oath of allegiance to the Union. Petition asks that taxes be suspended for the parishes of St. Philip and St. Michael (Charleston, S.C.) in view of the devastation which the city has suffered and the present economic conditions there.
