The Pennsylvania state legislature approved on 1 April 1863 an act to accept the grant of public lands by the United States to the several states for the endowment of agricultural colleges, and added a supplement on 11 April 1866 authorizing the trustees to borrow money to pay the debts of the Agricultural College of Pennsylvania. The state legislature also passed, on 19 February 1867, an act relating to the college and to the establishment of three experimental farms [two copies]. Also, includes House bill no. 322, 16 February 1877, and House bill no. 136, 17 January 1878, appropriating money for the payment of a mortgage of the college, and the 10 April 1878 act passed with amendments, attested 13 June 1878.
