George E. Oliver was born 20 September 1914 in Covington, Georgia and attended public schools in Savannah, Georgia. He received his A.B. degree in 1936 from Presbyterian College in 1936 and earned his law degree from the University of Georgia in 1939. Oliver served three years as a commissioned officer in the Coast Guard Reserves during World War II and following his service he returned to Savannah and began practicing as a lawyer.
