Carleton Monroe Winslow, Sr. was born in Damariscotta, Maine, on December 27, 1876. He studied architecture at the Art Institute of Chicago and did additional coursework at the EĢcole des Beaux Arts in Paris. Winslow moved to Los Angeles in 1917, where he contributed to the design of the Los Angeles Public Library headquarters building.
