1920 and 1925 annual reports (released in 1921 and 1926) of this commission created by a joint legislative resolution on April 21, 1919, whereby Minnesota gained membership in the twenty-one state Great Lakes-St. Lawrence Tidewater Association. The commission worked with and through the association to promote the creation of a lakes-to-ocean shipping route. In addition to the two reports, there are financial documents and correspondence between governors J.A.A. Burnquist and Theodore Christianson and the commission members highlighting portions of the reports. There are also planning materials for the annual Great Lakes-St. Lawrence Tidewater Congress (which included the association's annual) held in St. Paul on January 5-6, 1926, including letters of invitation from Governor Christianson to other states' governors and their replies, the official Congress program, and a letter from the Governor inviting public participation in the Congress, and three publications relating to the commission (1929-1930).
