Comprehensive Local Water Management Act records, 1977-1997.

In July 1981, with the support of the Legislative Commission on Minnesota Resources [LCMR], Water Planning Board, Southern Minnesota Rivers Basin Board, and Minnesota Extension Service, a number of southeastern Minnesota counties organized meetings to discuss water management issues. With the help of the Minnesota Project, a private non-profit organization, they developed a model ordinance for ground water protection. Their successful implementation of a regional water plan led to passage of the statewide Comprehensive Local Water Management Act [Laws 1985 1st Spec Sess c2; Minn. Stat. 110B], which allowed for multi-county planning on water management issues. The Minnesota State Planning Agency provided assistance in the implementation of the act, continuing even after the transfer of the act's main responsibility to the Minnesota Board of Water & Soil Resources in 1988. The act was repealed in 1990 [Laws 1990 c391 art10 s4], with responsibility for local water planning and management placed under the Environmental Quality Board and Minnesota Planning.
