Circular letters and bulletins (often called Commissioner's Bulletins) issued by the Human Services Department (October 1984 - 2001) and its predecessors, the State Relief Agency and Social Security Department's Social Welfare Division (1937 - May 1953) and the Public Welfare Department (May 1953 - October 1984). They cover statutes, regulations, and operating procedures that affected services and programs administered by the department and the counties, particularly those involving administrative services, finances, personnel, information systems, and various aid programs, especially those dealing with children, disabled, aged, mentally ill, and chemically dependent.
