Consisting of correspondence, memoranda, publications and press releases, and topical files pertaining to McMillan's congressional service, particularly re the Committee on the District of Columbia, including Legislation Relating to the District of Columbia from 1964-1972, a history of the committee under his chairmanship; and Legislative Calendar, 1972, explaining the district's origins and form of government. Also includes materials re constituent services, and records of public hearing before the South Carolina Congressional Delegation in the 1960s re electricity, soil and water convservation, and other topics of concern to the state; and extensive files of constituent correspondence in opposition to the minimum wage bill of 1961.
