These materials document the work of the Council's Ombudsman Program in protecting Spanish-speaking Philadelphians from being victimized by fraudulent business practices. Included are contracts between the Council and the Pennsylvania Department of Community Affairs which funded the program; correspondence wth the Philadelphia Anti-Poverty Action Program which administered the grant funds; proposals sent to other prospective funding sources; correspondence with the Economic Crime Unit of the City of Philadelphia District Attorney's Office concerning detective liaisons to the program; files of program director Roberto Rigal and investigator Sonia A. Ortiz; reports, financial records, staff training materials, and case files.
