Papers of Dr. Howard consist chiefly of speech files on a variety of general education topics. Personal papers and correspondence include routine letters of appointment and congratulation from Virginia politicians, school records and biographical data, and some routine printed material from his terms as a district governor in the Rotary International, 1940-1941, and as a civil service commission examiner, 1954. There are also clippings on Virginia education topics and Howard's superintendency.
