Papers of J. Harry Michael, 1972-1978.

The majority of the papers were generated by Michael's service as trustee for the Academy on Contemporary Problems, a foundation concerned with the solutions to the problems of modern society. The papers contain form correspondence, memoranda, minutes, news releases, annual reports of the Academy and special reports prepared by it on federal new communities. Reports were also prepared on taxation, public finance, capital shortages, revitalizing the New England economy, land use and management, public employees, health insurance and pensions, and urban problems. With these papers are Michael's Virginia senatorial correspondence, 1975-1978, consisting chiefly of covering letters for reports from state agencies, commissions, conferences & lobbyists. Among the included reports are ones on the University of Virginia hospital's cancer-related activities, the Virginia Plan for Equal Opportunity in State Supported Institutions of Higher Education (affirmative action), the financial management of the Virginia Retirement System, and a training site survey on Camp Pendleton and the Pickett resolution to turn the camp over to Virginia Beach.

The Virginia Retirement System evolved from two previous retirement systems. In 1908, the earliest public retirement system in Virginia, the Retired Teacher's Fund, provided benefits for public school teachers only.
