In 1782 the Continental Congress directed Benjamin Franklin, the American minister to France, to negotiate a convention concerning the exchange of consuls. Walter Oswald Watt, usually called Oswald, although sometimes called Toby or Ossie was an Australian aviator in the early part of the 20th century.
