Correpondence, notes, diaries, scrapbooks, photographs, manuscripts, and magazine and newspaper articles of a dairyman, cattle breeder, agricultural magazine editor, freelance writer and reporter, and officer of various agricultural trade and lobbying associations. The papers document Richard's close association with Washington State politics and government, especially the Department of Agriculture; the Democratic Party; and the state agricultural college, now Washington State University.

The predecessor of the Washington State Dept. of Agriculture was the State Board of Horticulture, established by the state legislature on 16 Feb. 1891. On 1 Apr. 1897, the State Board of Horticulture was superseded by the Office of the State Commissioner of Horticulture.
