Diary (1879) kept by Tuggle during his first trip to the Creek Nation, Indian Territory; journal (1880-1882) kept during several business trips to Washington, D.C.; and manuscripts (1879-1882) describing Native American society and myths, particularly Creek society. Correspondence (1887-1957) describing Mrs. Tuggle's attempt to publish Tuggle's manuscripts after his death, and efforts from 1932 to 1957 to locate the original manuscripts.

Tuggle, a Georgia native, practiced law in Georgia after the Civil War. He married Antoinette Cox and settled in LaGrange. From 1879 to 1882, he successfully represented the Creek Nation in prosecuting a treaty claim against the United States. While working with the Creeks, he kept diaries concerning the case and Native American society and myths, and prepared several manuscripts on Native American culture for publication.
