This collection contains newspaper clippings, reports, correspondence, photographs, financial records, and other miscellaneous records that R. S. (Rock) Howard collected throughout his career with the Georgia Water Quality Control Board and the Environmental Protection Division from 1966-1977. Also included are clippings about Howard's noteworthy career as a pioneer for environmental protection and his death in 1977. The materials in this collection relate the activities of the Georgia Water Quality Control Board from 1968-1971 regarding environmental issues, efforts to prevent pollution, and studies and reports on pollution throughout Georgia. Majority of this collection is comprised of newspaper clippings that detail the actions of the Georgia Water Quality Control Board and R. S. Howard, including Howard's involvement with Nader's Raiders. Nader's Raiders was a consumer advocate and environmentalist group led by Ralph Nader and was responsible for a study of the water quality in the Savannah area in 1970..It is likely that these newspaper clippings, which are glued to pieces of cardstock, were once a part of a larger scrapbook belonging to R. S. Howard and were removed at an unknown date. Also included is John M. Henderson's report, "Water Quality Study of Chatham County Waters with Recommendations for Pollution Abatement and Prevention." There are also minutes, by-law, annual reports, and press releases from the Georgia Water Quality Control Board.
