CETA program description and results, 1976-1983.

Program planning, decision processes, and design, including: district and central plans; Dept. of Labor grant packages; council/board and staff meeting minutes; grant selection process; program operators manual; and method papers including planning, program management, monitoring, evaluation, and audit. Also in this series are special studies and disputes, including: IMU reports; evaluation reports; oral history; other reports, done centrally or by districts; selected files on disputed issues; and related publications from the DETS Library. This RDA is written to close out all records maintained by DETS. The division administered the Comprehensive Employment and Training Act (CETA) Balance of State program. The CETA program ended September 30, 1983. Files were maintained in the DETS Central office and in each District office. Files were merged to destroy duplicate materials and purged of selected program materials. Separate payment materials were maintained by Job Service in the CETA Payment Unit. Retention recommendations are based on the Federal guideline for prime sponsor records destruction, per 41 CFR 29-70.201-3.

Executive Order 50 in 1977 established the Manpower Services Division within the Department of Industry, Labor and Human Relations (WIHV85-A482). Executive Order 14 in 1979 replaced this Division with the Employment and Training Services Division.
