Records of the Commissioner of Public Property, 1912-1947 1925-1929.

The records include 1 register book & a series of correspondence/subject files. The register records documents received by the Commission Council & referred to the Commissioner for action. Documents are listed by date of receipt & numerically under each date. Individual entries describe the document in some detail & indicate disposition. The correspondence/subject files include mostly incoming letters to the Commissioner or letters referred to him by other officials. There are also reports on various subjects either produced by the subdivisions of Public Property or received by the Commissioner from other agencies. Records of the three subdivisions are arranged & described separately. The records document most of the activities falling under the supervision of the Commissioner of Public Property. The most extensive files include letters & reports from Public Buildings & the City Engineer (including statistical reports of building permits issued in the city). Other well-represented agencies are the City Attorney's Office, the House of Detention, the Isaac Delgado Central Trades School, the Board of Commissioners of the Orleans Levee District, & the New Orleans Association of Commerce. Flood control & specifically the Mississippi River flood of 1927 (including the Caernarmon Crevasse) are well documented. Other topics represented in the records include: the Community Chest, the New Orleans & Ouachita River Packet, the St. Vincent DePaul Cemetery Association, repairs of fire stations, bubonic plague in New Orleans, expansion of Xavier University, & the work of the WPA in the Crescent City. The bulk of records are from John Klorer's tenure as Commissioner.

John Klorer, born Nov. 25, 1874, in New Orleans, graduated with the Tulane University Class of 1895 in civil engineering. He worked as an engineer in Louisiana in various capacities beginning in 1895. He was a chief engineer with the Levee Board in New Orleans (1930-1934), chief engineer with the State of Louisiana (1935-1936), and consulting and planning engineer with the Sewerage and Water Board of New Orleans.
