The IUPUI Staff Council serves as the self-governance forum for non-academic staff of the university. After initial activity by the IUPUI Faculty Council Staff Affairs Committee and the passage of legislation in the Indiana General Assembly in 1975 allowing for collective bargaining on Indiana University campuses, the first Staff Council was elected and convened in 1979.
