"Pat" Flannery served as Wyoming State Democratic Party chair from 1938 to 1952. He was also director of the Wyoming Works Progress Administration until 1941, state representative from 1933 to 1935, and administrative assistant to Wyoming's U.S. Senator Joseph C.
