September 11th: working in Empire State Building, evacuation, walk home, burned debris in Brooklyn, failure of state's Medicaid computer system in immediate aftermath, problems with communication--telephone, email and fax machine services, early collaborative spirit to pull related groups together and formulate plans vis-à̀-vis emergency; Medicaid: detailed explanation/description of New York program as means-tested acute and long-term care program for low income, elderly and disabled New Yorkers; United Hospital Fund: policy-analysis and research organization specializing in care for vulnerable populations, work to simplify Medicaid; Disaster Relief Medicaid: rapid implementation and radical simplification of a multi-dimensional program, creation of short form for disaster relief (coinciding with unrelated/ expanded application program to legal non-citizens), importance of partnering and networks--from city/state/federal partnership with government to private/public partnership within city, outreach and enrollment issues and strategies, ineligibility of illegal immigrants, shift from short-term disaster relief to regular program services, work to streamline and simplify the program's post-disaster relief efforts, assistance from United Hospital Board, Robert Wood Johnson Foundation and September 11th Fund, challenges to philanthropy and government partnerships, media gap on health care and health policy in New York City.

The September 11th Fund was established by the New York Community Trust and the United Way of New York City to meet the immediate and long-term needs of victims, families, and communities affected by the terrorist attacks of September 11th, 2001.
