Ezekial Thatcher was clerk of the Parkville School District, Shasta County, Calif. He emigrated to California from Pennsylvania in 1850 and helped establish the first school district in the Parkville area. William Hayne Mills was born on September 12, 1872 in Winnsboro, South Carolina, the son of Reverend William Wilson Mills and Sarah Edith (Smith) Mills. Charles Thomas Marvin, 1854-1890, writer on Russia, was born at Plumstead, Kent. In 1878, he published Our Public Offices which embodied an account of the disclosure of the Anglo-Russian agreement, and the unrevealed Secret Treaty of 31 May 1878.
