[Papers], 1960-2004.

This collection documents Edward Kirby's (EPK) years in the Massachusetts House (1961-1966) and Senate (1981-1992). The papers reflect his legislative activities and priorities as well as issues of concern in his district. The collection documents his career with notes, correspondence, drafts of legislation, drafts of speeches, and research files on numerous topics. (See Series Scope and Content Notes for more detailed descriptions.) The most important distinction within the collection is that between legislative and subject files. Both kinds of records may include background material, notes, correspondence and occasionally speeches. Legislative papers were created as a result of EPK's lawmaking work. They regard specific pieces of legislation or related groups of legislation. Subject files were created during EPK's general work as a state senator. They often regard legislation but more often document constituent matters, issues affecting his district, and sometimes larger social issues of the day. There is significant overlap between the subject and legislative files. For instance, there are multiple files under the "AIDS" heading in both the subject and legislative series. Researchers should consult folder listings for both series when researching a specific topic or issue. Researchers interested in EPK's district should also look to names of towns and regions in the series V and VI. In the folder descriptions, "notes" means hand-written documents, usually written by EPK, often including EPK's thoughts on the subject at hand, the events of meetings, to-do lists and office memos. Edward P. Kirby (EPK) was born in Whitman, Massachusetts, on January 10, 1928. He attended the Whitman public schools and graduated from the College of the Holy Cross in 1949 and Boston College Law School in 1952. He entered the United States Army during the Korean War (1952-1955) and served as a Lieutenant in the Judge Advocate General's Corps.
