Brigadier General Theodore M. Osborne graduated from high school in 1923 and entered the Coast Artillery School at Fort Monroe, Virginia. He transferred to the Corps of Engineers and attended Cornell University in Ithaca, New York. In 1925 Osborne graduated and attended the Engineers School at Fort Belvoir, Virginia.
