Letter to Norwich Committee of Correspondence, Norwich, Conn., that members of the Windham, Conn., Committee of Observation, are of the opinion that it is impossible for particular towns to form plans for their own internal conduct and that conventions should be held for particular towns to come to an agreement about adopting proper measures, stating further that being united would be a deterrent to the British.
