Robert Mueller, USCG, containing detailed descriptions of his activities relating to Hurricane Katrina rescue operations including: evacuating and preparing hurricane plans for New Orleans; setting up the Incident command operations in Alexandria, La.; soon after the hurricane passed, on Monday afternoon, Mueller and the sector commander flew over New Orleans and observed helicopters working search and rescue missions and the dangerous and difficult conditions for transporting into New Orleans the needed supplies; Capt. Mueller's management of incident command operations from Alexandria and later from New Orleans while overcoming the hardships the USCG crews faced with poor to no communications, low supplies, and blocked and dangerous waterway and road conditions; other topics include looting, sanitation, and relief and security of Coast Guard crews and civilians.
