The collection contains a "Report to the Faculty on the poposed development under University administration of one or more two-year colleges in outlying centers" together with a covering letter from Zehmer. The report gives special attention to the development of a center at Clinch Valley. English professor Atcheson Hench has added numerous comments questioning the practicality of the plan. Attached to the report is a copy of "Standard fifteen of the Southern Association of Colleges and Secondary Schools" defining an institution "branch" and outlining applicable standards and conditions.
