Kelly Bryant served as Arkansas Secretary of State from 1963 until his death in 1975. He was in the middle of his seventh term and was planning a re-election bid in 1976 when he died. He was born in Shawnee, Okla., in 1909 and his parents moved to Hope, Ark., where he was raised.
