Flora Virginia Milner was born in 1862. She was the daughter of Jehu Milner and Mary Queen. Flora graduated from the Cleveland Female Seminary. She lived in Hays, Kansas from 1878 to 1880, then moved to Bozeman, Montana, where she taught school. She married Luther S. Beverly Chew (B. A., Hobart College, 1869), a founding member of the Grolier Club, served as its librarian from 1887 to 1892 and as president from 1892 to 1896. From 1887 on, Chew was associated with the Metropolitan Trust Company of New York, retiring as vice-president in 1920.
