Interview of Capt. Joe Castillo, USCG, containing detailed descriptions of his activities relating to Hurricane Katrina rescue operations including: seeing the destruction in the immediate aftermath from the air along with Coast Guard District 8 commander RADM Robert F. Duncan (they would later make several more flights together to assess the damage); operating a forward command center from Alexandria, La., which ultimately re-located to New Orleans when it was possible to secure lodging; use of communications by text paging; organizing the effort so that rescuers were supported and managed to maximize capability; attempted rescues where some people did not wish to leave their flooded homes; and how the Coast Guard provides opportunities for its members to gain real leadership experience.
