A real estate developer, attorney, civic leader, and politician, Duggan was born in 1876 in San Marcos, Texas. He was awarded a B.S. by the Agriculture and Mechanical College of Texas (1895) and an L.L.B. by the University of Texas (1899). He married Sarah Elizabeth Harral in 1902 and the marriage produced two children. Duggan worked as an abstractor in Denton, Texas, until 1912 when hired by Major George W.
